We shall enthusiastically take on the tasks that stem from our
aims. We have already begun to compile and organise basic statistical
information about the whole of the Basque Country. We have analysed,
synthesised and organised the information on the various provinces, the
territorial information and information on the borders (both internal
and external) beginning from the municipalities, the population, its
characteristics, its distribution, its annual evolution, society and
economy, as well as a number of other fields. We want to make this
information available through modern information technology. We also
want to carry out more precise and in depth studies. We believe this
work is essential for the organisation and development of the Basque
Country. We want to set up the OBSERVATORY FOR SOCIAL AND ECONOMIC
DEVELOPMENT IN THE BASQUE COUNTRY. We want to devise the main
socio-economic indicators, make them known and use them; we wish to
make them available to whichever trade union, business, or other kind
of agents that may need them.
We fundamentally want to prove
that the broad Basque social and economic spectrum is a living field
where we can contribute constructively and be an influence. If we are
to fulfil that aim, direct involvement by social agents will be
essential. We must seek contribution by social agents which will make
our tasks viable. The GAINDEGIA organisational model must aid such an
involvement. This means each one will be able to take part from their
own field of work and insofar as their means allow it, with a flexible
and broad organisation model that takes the whole of the Basque Country
into account, with an efficient technical staff that can be made use of
as a tool.
Therefore, we have decided to make GAINDEGIA an
independent, broad-minded and plural organisation; a flexible
organisation that covers the whole of the Basque Country. Its partners
will be the main support pillar. Nevertheless, GAINDEGIA`s work and our project
will be a public service for the Basque Country. We have already begun
work on a number of specific projects that stem from the general
framework described above. Each project shall have its own funding and
its own work criteria. In some cases the main effort will be directed
at research, in other cases it will be towards disseminating
information, towards training or the production and circulation of
reports on specific issues. All this makes support and sponsorship by
public bodies and institutions necessary.
There is a Basque Saying, sutan jarritakoan frogatzen da nolakoa den eltzea -you test the pot in the fire- and this is what we intend to do. Another saying reminds us that, atzeak erakusten du aurrea nola dantzatu (the
past tells us how to act in the future). The Basque Country is made up
of the social and economic agents in many ways. Even further, what is
currently left of the Basque Country exists due to the social and
economic agents. That is what remains over time, regardless of specific
moments or situations. We are not the only agents in the field, but if
we work together we can make our mark.
